Layla Carter is a gruff and abrasive A.R.G.U.S. agent.

History[]

Layla Carter was born to a military family, who believed in service to their country. Sometime when she came of age, she joined A.R.G.U.S., her motivation being simple: she absolutely hates metas which is why Amanda Waller trusts her. Their rapport is such that, she had a habit of reporting any agents slacking off from their patrols directly to her. She was present when Amanda Waller led a posse of A.R.G.U.S. guards into the inner sanctum of the Hall of Justice, following a skirmish between the Suicide Squad and Wonder Woman. She would initially be stationed at the A.R.G.U.S.-occupied Hall of Justice. Later, she would accompany Waller in storming LexCorp to bring Lex Luthor to heel and thwart the Suicide Squad’s attempt to have their nano-bombs removed. As of the Suicide Squad’s failed attempt to desert from the Metropolis Invasion, she is stationed at LexCorp, guarding Lex-2, occasionally patrolling the lower levels of LexCorp itself for suspicious activity, and keeping in communication with Amanda Waller.

Personality[]

Layla Carter is shown to be crass, gruff, and abrasive. A possible factor may be her military background, but she believes in American patriotism, which is a way that she views military involvement in human affairs. She is also paranoid (especially where the United States Government is concerned), and private about her personal life as evident by her quote in the codex. Lex Luthor describes her as being a “despicable, hate-filled, war-mongering gun nut”, though she does admire Luthor, to such a point where she extends courtesies to him out of respect. She has a hatred for metahumans (especially Superman), seeing them as the reason that the United States Military is underfunded, implying that she believes that metahumans might replace human soldiers. Her hatred is such that she not only does not trust them, but is also antisocial towards them. Much like Amanda Waller, she sees the Suicide Squad as little more than convicts to be put in their place, and as such, further conversation from “convicts” will only earn her ire. She also cares little about convicts’ personal issues, to such a point where she dismisses them with her churlish brand of obnoxiousness. She also sees the Suicide Squad as bellyaching grunts who expect compensation for their services. She also does not agree with the idea of the squad being given the “hero treatment”, believing that the military are the ones who should be saving lives. When she is on guard duty, she dispenses with small talk, and when others approach her during this time, she uses veiled threats to get rid of them, or bluntly tells them to go away. She also makes it clear to the Squad that if she wants to tell them something, she would do so through Waller. Although she is paranoid about the government, she does believe that strong legislation will be needed to ensure that there are no recurrences of the invasion in Metropolis. She will also mock the Suicide Squad’s enjoyment of fighting Brainiac, pointing out that every time he dies, he comes back. She also believes that military authority means more than metahuman compassion. It is also implied that she believes that metahumans are part of a secret government conspiracy, her rationale being that metahumans did not emerge from nothingness, implying that she is also something of a conspiracy theorist. She also does not trust the Justice League, seeing them as freaks and blaming them for forcing the government to authorize A.R.G.U.S. to clean up their mess. On that note, she also dismisses Bruce Wayne as a rich tourist, who horns in on the affairs of others when he supposedly should not be doing so. She also sees Batman as being illogical, musing “If I were a billionaire, I wouldn’t spend so much time surrounded by metas.” She also finds it difficult to believe Wonder Woman’s origin story, seeing the idea of a matriarchal society such as Themyscira as being unnatural. While she does not trust the federal government, she does like Amanda Waller, seeing her as “one of the good ones”. She is also a bit of a snitch; she made mention of seeing A.R.G.U.S. agents slacking off from their patrols and reporting them to Waller. She also finds it difficult to differentiate Taki and Hisako Matsuda, as both of them are twins, in spite of the fact that one of them is bald. She also believes in the adage of “Americans should have the right to bear arms”, in that she believes that if everyone had guns, the metropolis invasion could have been avoided. For all of Layla’s faults, she does believe that it is unfair to vilify Lex Luthor, who she sees as having humanity’s best interests at heart. She also seems to like her position guarding Luthor better than her compatriots at the “hall of super-freaks”, further indicating her bigoted stance on metahumans.

I shouldn't be surprised that the same woman who assembled Task Force X from a grab bag of murderers, underachievers and half-human outcasts would also allow someone like Layla Carter among her soldiers, I won't mince words: Layla Carter is a despicable, hate-filled war-mongering gun nut with a particular distaste for metahumans and a predictable admiration for... me.

Like a vicious dog, she will need to be muzzled and controlled: but with a little training and the application of rewards, she may have her uses yet.

  • In the Codex group shot for A.R.G.U.S., Layla is giving a backhanded peace sign; in British sign language, this is flipping someone off.
  • Layla will occasionally make mention of training Lex-2 in the use of small arms and setting up choke points around LexCorp.
  • If the Suicide Squad attempt to talk to her, she is nothing but rude to them.
