Lyle Bolton's application to the GCPD was rejected after he was deemed too sadistic for the job, even by Gotham City standards. His contempt for criminals was seen as an asset by TYGER as it sought ways to improve Blackgate's reputation as a revolving door. As captain of the guards, Bolton has cracked down on the prison populace, earning him widespread enmity.

Bolton is a brutish, sadistic, delusional, barbaric, and ruthless extremist who believes that only severe punishment of criminals is necessary in maintaining prison order, rather than rehabilitation.

- Enhanced Strength: Bolton is strong enough to pick up and throw Falcone with enough force to break a pew in the Blackgate Death Row church in half. Evidence in his office suggests he may even take Venom to enhance his strength.
- Agility: Using his electric baton/chain-whip, Bolton can lasso the ceiling of his fighting pit and swing to new positions quickly.
- Electric Baton/Chain-Whip Proficiency: Bolton wields a modified baton attached to a long chain wrapped around his right arm, itself connected to a sort of generator pack on his back to charge the whole chain to dangerous levels.

- The character Lock-Up was an original creation for the DCAU (DC Animated Universe), first appearing in the aptly named episode "Lock-Up" before debuting into the mainstream comics universe during the events of the No Man's Land crossover event. Interestingly, he made the jump to comics before Harley.
- Bolton was inspired by Batman's brutality, while having mutual respect with Crane for use of fear to control inmates.
- Both Joseph and Gordon refused to hire him due to the excessive brutality Bolton uses.
- In the game, Bolton is never referred to by his supervillain alias, "Lock-Up".
- One of Bolton’s quotes during his boss fight, “I’ll beat you within an inch of your misbegotten life” is a reference to his debut appearance, where he went on a similar rant when he was ousted from Arkham Asylum.
- In Bolton's office at Blackgate, he has several interesting items on display:
- A collection of medieval torture devices, some of which are apparently genuine and not replicas (and also recently-used by the time Batman finds them).
- A shrine of sorts to Batman himself, complete with inaccurate newspaper clippings describing Batman as a killer, and two discarded Batarangs with chipped edges implying recent, repeated use (speculated to be from "target practice" by Alfred).
- A bodybuilding magazine promoting Venom, which can be theorized to be the origin of Bolton's large size and strength.
