Marks is a police officer in the Gotham City Police Department, who was regarded as their best interrogator, who was said to have been able to “teach any jailbird how to sing”.
History[]
Arkham Origins Incident[]
He is seen interrogating Ricky "Loose Lips" LeBlanc about his Disruptor. When LeBlanc refuses to specify exactly what the Disruptor does, Marks threatens to have officers in the evidence department examine it, with the implication that they would be very rough with it. At this, LeBlanc threatened to have his cousin at the Gazette leak sensitive information on the police, much to Marks’ skepticism. LeBlanc then remarks that he would not get any information from him, calling out Marks and the police for their corruption, remarking that they were all the same. At this, Marks remarks that he has all night to wait for a confession, to which LeBlanc tells him likewise. Batman smashed through the glass window behind Marks, grabbed him, and then knocked him out, before turning his attention to LeBlanc.
Cold, Cold Heart Incident[]
During the cleanup of GCPD by internal affairs on New Years’ Day, Marks would be one of the few officers who was not ousted, due to his skill at getting results in his interrogations of suspects.
Arkham Shadow Incident[]
At the advent of the Independence Day riots, Marks would be killed in front of his partner, Pettit, by a member of the Rats, out of anger for shooting a fellow rat dead during a confrontation. A visibly-on-edge Pettit and the Rat in question were subdued by Batman to prevent further bloodshed. The next day, Pettit, along with Officers O’Hara and Hutch would raise a toast to Marks, regarding him as their best interrogator, which was overheard by Irving "Matches" Malone, whilst he was making his way to the top of the GCPD building to set fire to the Bat-Signal.
