Gotham Freeway Concept Art Arkham City.
The Old Gotham Freeway is a stretch of road that encompassed Park Row and Amusement Mile. It was connected to the Pioneer's Bridge to the south into New Gotham and Miagani to the west via another suspension bridge. When Arkham City was constructed, the freeway was incorporated into it. Part of it was destroyed by the Penguin.

Arkham Origins Incident[]
While the westward portion is in the process of presumed reconstruction, the freeway also does not extend towards the train station yet, which later became the GCPD Building in Old Gotham.
Arkham City Incident[]
Some of the freeway was destroyed by the Penguin to prevent the Joker from sending his henchmen into Penguin's territory. This left some of Penguin's men stuck in Joker's side. Vicki Vale was stranded and targeted by snipers on that freeway when her helicopter was shot down by the Joker.
After Arkham City Incident[]
The Freeway was reconstructed after the events of Arkham City was closed down.

Trivia[]
- In Arkham Origins, the southern portion was connected to the Pioneers Bridge. However this is a slight retcon as that part of the freeway doesn't appear in Arkham City. Rather it, leading only into the Industrial district via a vertical lift bridge over a canal.
- At some point in Arkham City you can see Joker's henchmen eating the food drops. If you take them down two of Penguin's men will talk about "how Batman got a drop on them".
- Presumably, various ramps were constructed to exit the freeway onto to the original streets of Old Gotham. These would have been destroyed during the construction of Arkham City or covered by the flooding that occurred.
