Operation Savior was a massive military campaign launched by the Arkham Knight, Scarecrow, Deathstroke, and the Militia Commander to seize absolute control over Gotham City.
History[]
Preparing the operation[]
After they were trained in a secret base in Venezuela, and given a briefing video on how to defeat Batman, a private, well trained and heavily armed militia, and hundreds of Drone tanks and aircraft, trained and developed by the Arkham Knight sought to take control over Gotham to lure Batman out from hiding, and take away key advantages to his city. After meeting with Scarecrow at the Arkham Mansion (and killing two of his guards in the process), the Knight offered his full army, and $3,000,000,000 for them to use. He suggested a distraction to him. After causing panic to evacuate the entire city, and leave only the GCPD, Batman, and his allies, and the many gangs in the city, he suggested they take over all of Gotham's rooftops, roads, and back alleyways, and draw Batman out until he had no where left to hide. Scarecrow ultimately agreed to the Knights offer, and they set to execute there plan on Halloween night.
Phase 1: Establishing Control/Kidnapping Barbara Gordon[]
On Halloween night, Scarecrow threatened the city, and forced 6 million civilians to evacuate. Once the evacuation was completed, Scarecrow left Arkham Island and took over Ace Chemicals, where his men killed a team of GCPD officers and 3 Ace Chemicals workers, and had trucks deliver canisters of fear toxin to the central mixing chamber, where he planned to turn Ace Chemicals into a massive fear toxin bomb to cover the entire eastern seaboard. Simultaneously, the Arkham Knight ordered a detachment of his Drone tanks to be deployed onto Bleake Island to ensure his plan would work, while the rest of his army remained at Ace Chemicals to wait for their orders. Scarecrow took over a penthouse in Chinatown, and held Poison Ivy (who had betrayed them) there guarded by a few Militia soldiers. Batman manages to question a militia soldier about Scarecrow's whereabouts, and he revealed the penthouse in Chinatown, where he rushed to to save Poison Ivy, before encountering the Arkham Knight's Drones. After doing so, Commissioner Gordon ordered the GCPD Officers to fall back to the GCPD Building, as their forces were heavily unequipped and outmatched against the Drones. Shortly afterwards, Batman and Barbra Gordon managed to track down where Scarecrow was developing his fear toxin: Ace Chemicals. After Batman arrived, the Arkham Knight encountered him in an attack helicopter, and destroyed a small bridge leading to Ace Chemicals, before attempting to fire in Batman. His weapons however were remotely deactivated by Scarecrow, who ordered him to keep Batman away. The Knight fled into Ace Chemicals before opening the gates, allowing of his 2 Rattler Drones to be deployed to engage Batman, who fell back with the GCPD before the doors closed. The rest of his army and drones began loading into multiple transport choppers, and were deployed across Bleake Island, Miagani Island, and Founders Island, witch he turned into his personal HQ. The Knight informed the troops at Ace Chemicals that the reaction was nearing completion, and for his forces to evacuate Ace Chemicals in 30 minutes. The Knight then ordered his troops at the loading bay to attack the Batmobile after Batman opened the main gate. After ordering his men to keep non essential radio chatter short, the Knight ordered Operation Savior to be put into effect, with the incident at Ace Chemicals serving as the perfect distraction for his forces to take over. After encountering Batman, he ordered his Comm Relay drones to begin prepping the Militia's I.E.D's to discourage any outside intervention to the Operation. He then announces that his men should evacuate in 20 minutes. Once Founders Island was under their complete control and his Headquarters, 20 checkpoints, 21 watchtowers, and 9 A.P.C's fully set up, he ordered his drone tanks to be deployed onto Miagani Islands streets. Scarecrow asked the Arkham Knight if his strike team was ready and inquired as to why he hated Batman. After Batman made his way into Ace Chemicals, a truck with a component of Fear Toxin sped off twords Founders Island. After attempting to rescue a Ace Worker, the Arkham Knight's helicopter and a few Drones engaged the Batmobile. Alfred stated the helicopter was being controlled remotely by the Knight and the Knight gloated to Batman, but his chopper was shot down by Batman. After getting the Batmobile into the facility, the Knight ordered all of his troops to evacuate Ace Chemicals, stating that anyone who stayed behind would die painfully and afraid. Batman then saw a small militia gathering and overheard them discussing the operation. One of them mentioned the small detachment of the fear toxin being moved offsite, and the leader said that was being used for phase 2 of the operation. As Batman made his way into the Central Mixing Chamber to confront Scarecrow, the Knight ordered the remainder of his forces to rendezvous at the staging ground on Founders Island, and declared that Gotham was theirs. While Batman attempted to stop Scarecrow's threat, the Arkham Knight and his strike team kidnapped Oracle, placed a detachment of drones around the Clock Tower and took her to a safehouse owned by Scarecrow.
After Batman escaped ACE Chemicals, he ordered Alfred to analyze Operation Savior's militia deployments, before rendezvousing with Gordon at the GCPD and informed him his daughter had been kidnapped by Scarecrow. They attempted to go after her, but the Arkham Knights forces pursued them. Alfred then sent Batman his analysis of the Militia's occupation forces. After taking out his men surrounding the Clock Tower, and tracking one of their vehicles carrying Oracle, the Arkham Knight ordered his Comm Relay drones to deploy all 14 I.E.D's, witch drilled briefly into the ground, across all three Islands. After Batman cleared a few drones guarding the I.E.D, and took out the first one, the Arkham Knight publicly broadcasted a warning to any outside forces to not set foot in Gotham and threatening to detonate the devices. He also ordered his troops on Miagani Island to keep the bridge controls locked so Batman couldn't get across. After taking out a few guards, he reestablished the bridge controls connections only to be interrupted by Riddler, who had captured Catwoman and forced him to visit the Pinkney Orphanage. After he left the Orphanage, he headed to Mercy Bridge to continue pursuing the Knight who sent in Mamba Drones equipped with missiles. After cutting through the tanks on the bridge, the Arkham Knight ordered the Militia Commander to lock the island down and establish roadblocks. After finding the crashed militia humvee used to take Barbra, Batman found a scrambler device left at the crime scene by Oracle for him to track the Arkham Knights location. He headed to Wayne Tower and met with Lucius Fox to upload the Arkham Knights voice for analysis and conformed he was broadcasting from a base underground in the Miagani underground tunnel network. After taking out a battalion of tanks guarding the entrance to the tunnels, Batman proceeded into the tunnel, to hunt the Knight. After entering the underground bases control room, the Knight ambushed and shot Batman in the gut, only to have his men and brutes engage him. After dealing with the attackers, Batman opened the blast door and found the Arkham Knight escaping in a armored personal carrier escorted by a few of his guards. After Batman took down the escorts, he engaged the APC, only to find out it wasn't the Knight, but one of his A.P.C lieutenant's, only for the Knight to hack into his gauntlet comms and mock him. After interrogating the Militia lieutenant, he found out the Arkham Knight was going to see the Penguin and North Refrigeration witch he was using as a front. After questioning him, the Penguin revealed the Knight was going to see philanthropist and scientist, Simon Stagg. After Batman took down a few militia members, the militia captured Stagg's Airships to prepare the next phase of the Operation, docking them at a nearby Watchtower. The Arkham Knight ordered his men to find Stagg and prepare for Scarecrow's arrival, assigning an extra unit to the blimps for guard duty.
Phase 2: Capturing Simon Stagg[]
Once his men were onboard Staggs airship, the Arkham Knight ordered them to kill the crew and find Stagg. Once they found him, they demanded to know the location of the files for Project Cloudburst, but Stagg refused to tell them. After Batman attempted to rescue him, the Militia sent him to his secondary airship and scarecrow ordered them to lock Stagg in the a cage and pump it full of fear toxin. Scarecrow then ordered the Knights men to charge the Cloudburst using nimbus cells and the Knight ordered him to prepare for extraction to take the Cloudburst to a undisclosed location. After Batman encountered Scarecrow on the bridge of the Zeppelin, he escaped with the Cloudburst. After Batman got Ivy to assist him, the Arkham Knight ordered Cobra Tanks to be deployed onto the streets to attempt to take out the Batmobile. After getting Ivy to her plant, the militia deploy RPG-7's to attempt to take down her plants, but are stopped by Batman. Once Batman went on the Offence in Founders Island, he took down the last Comm Relay Drone and 2 Radar towers that were linked to a long-range missile launcher, the Arkham Knight personally arrived and stated to Scarecrow that they were entering the next phase of operation savior.
Phase 3: Deploying the Cloudburst[]
After the infiltration of his stronghold, the Arkham Knight deployed a heavily armored tank containing the Cloudburst and sent reinforcements to Blake Island to locate Batman. After Ivy took out a few of his tanks, the Knight ordered the Militia Commander to deploy his reinforcement squadron and Cobra tanks to take her out. After his forces were defeated, the Arkham Knight activated the Cloudburst, beginning the next phase of Operation Savior and sent all of Gotham into a state of fear. When Batman headed back to Simon Staggs airship, he ordered his men to throw Stagg off of his own Zeppelin and to deploy Serpent Drones to guard the exits. After Batman got the Batmobile reactivated and headed to the Drone assembly area at Port Adams, the Arkham Knight ordered the entrance to the port shut and his tanks surrounded Batman. After Batman freed Ayanna, the Knight ordered his drones to be deployed to Divinity Church to cut her down. He then tapped into Batman comms and pulled one last gambit to send him to Blake Island to face the Cloudburst tank. After Batman ordered Alfred to raise the bridges and took out a few of his tanks protecting the cloudburst, Scarecrow ordered the Knight to retreat, but the Knight disobeyed his orders and attempted to take out the Batmobile. However, Batman got the upper hand and managed to destroy the cloud burst. The Knight then retreated back to Founders island. Ready to take on Batman and attempt to finish Operation Savior.
Phase 4: Capturing James Gordon/Destroying the Batmobile[]
With his plan ruined, and Jim Gordon tracking him and Scarecrow, the Arkham Knight ordered his men to kidnap Gordon and take him to his base of operations. Batman pursued Gordon heading to the underground tunnels, the Arkham Knight locked the exits, and ambushed the Batmobile using a heavily armored excavator. However, Batman manages to outwit him and secure an escape route. The Knights excavator appeared and managed to destroy the Batmobile. After batman attempted to free Gordon, he revealed himself as Jason Todd and sent his personal guard to attempt to take him out, but failed to do so. After Batman freed Gordon and headed to the top of the construction site, they found Scarecrow and Gordon betrayed Batman to rescue his daughter. After shooting Batman where his armor was thickest, Gordon witnessed Scarecrow attempt to let Barbra take the fall, but Batman saved her before being ambushed by a few Drones. Gordon is then taken by Scarecrow to Arkham Asylum, and orders his men to capture Tim Drake at Panessa Studios. Batman then brought in a spare Batmobile and after taking out the attacking tanks, escorted Barbra to the GCPD.
Phase 5: Assault on GCPD/Capturing Slade Wilson[]
Despite Batman saving Barbara, Scarecrow took control the the Arkham Knight's militia and deployed a small detachment of soldiers to break into the clock tower to take out the server room. In addition, he sent a large force of Drone tanks and militia soldiers to attack the GCPD Headquarters. After he, Barbara, and the GCPD defend the building from the attack, Batman is contracted by Deathstroke, and after he takes down the watchtowers, checkpoints, I.E.Ds and remaining drones, battles him before capturing him. Scarecrow heads to Arkham Asylum to await for Batman to arrive to surrender himself to him. After Barman defeating Scarecrow, destroyed the Militia's remaining outposts around Gotham and the GCPD arresting all of the remaining militia soldiers, Operation Savior was ultimately thwarted.
