The Rogues Gallery, or the Rogues for short, are an alliance of costumed criminals in Central City and Keystone City led by Captain Cold that frequently clash with the Flash, but sometimes find themselves working alongside him against other forces that threaten the city. The Flash understands that no Rogue, no matter how silly or colorful, can ever be taken lightly.

- According to Captain Boomerang, the Rogues had a no killing code, however Boomerang lied about also sharing that rule because he wanted to fit in with the other members.
