Tony Zucco was all ready a known figure to the GCPD, and was listed on the board of known organized crime figures.
Before Arkham Shadow Incident[]
Zucco unsuccessfully attempted to coerce the ringleader of Haly's Circus, C.C. Haley to pay them protection money. When this failed, Zucco ordered the deaths of John and Mary Grayson, two of the circus's most famous acrobats, leaving their son Dick orphaned.
After his parents were killed, Dick began his own investigation into Zucco by putting up newspaper clippings about Zucco's activities on the refrigerator in his apartment.
Arkham Shadow Incident[]
After Carmine Falcone's incarceration at Blackgate, Radio host Vic Sage mentioned Zucco as among the mobsters that were targeting the Falcone Family's territories.

After the Day of Wrath, the Zucco family would come under investigation by the GCPD, regarding their racketeering. The Zucco family dodged these accusations, with Tony Zucco himself vehemently stating “All we care most about is bringing families together!”.
